
We were told about existence of gipsy communities of Gomel region by the pastor of one of Gomel churches Dmitry Podlobko. After taking part in our seminars and knew our conception of work with local communities he told us of service of his church among gypsies. We coordinated an expedition and a visit to two settlements – Probor and Bolshevik. In the 10th of December in the morning we came to Gomel. At first we came to the family of Nikolai and Olga Anufriev. They are parishioners of church of Dmitry Podlobki and work with gypsies.
Here is some information about this family. It is the second marriage for each of them. Before they got married each of them had its own children. Now they have two common children in total they have seven children. Together with them two nieces of Nikolai live, one of which has her own children. All this large family accommodates in a flat of 7 rooms. Nikolai is gipsy; Olga comes from a Jewish family. All her relatives have immigrated to Israel. In 1999-2000 Nikolai and Olga became are parishioners of the church “Zhivoe slovo”. Then they brought other gipsy families to the church. During last years conditions of life of the family have been considerably improved and that allowed Nikolai and Olga to devote more time to work with other gipsy families. They attract to this activity their elder children, Nikolai’s nieces and other volunteers from gipsy surroundings. Despite to great efforts and energy their activity is not very effective. It is so first, because they undertook to do a very difficult activity, second, because they don’t have enough education and training. At the meeting with this family we were told about the problems of gipsy commune in Gomel, (which numbers several thousand people) as well as of customs and mode of life of Gomel gypsies. We were also told about activity of the family of Anufriev in giving help and support to other gypsies. Among their activities special place takes attracting of humanitarian support, organization of nourishment for the poorest gipsy families, maintaining of summer camps for children, attempts to educate gipsy children of reading and writing. After that, accompanied by Nikolai and Olga we went to the settlements where gypsies live they work with.
The family of Anufriev and those who join them as volunteers (both from gypsies and Christians) can become a kernel of a community which step by step can start solving the mentioned problems on condition of organizational and consulting support to them.
At first we went to Pribor. At once we visited family of nine persons for whom local gypsies jointly had built a house. Several years before this gipsy family had not any dwelling. Also we visited some other families. It is really hard to describe the misery wretched life conditions that we saw. There was a total unemployment, overcrowding, lack of elementary conveniences. A kind of notion what we saw can be given by the photos we made there.
The next point of our expedition was settlement Bolshevik. Here we visited a gipsy family that lives in a small house that was bought by Nikolai Anufriev for praying meetings of gipsy commune. So long as this family had turned out to be homeless, they were allowed to live in it temporally. In the same settlement Nikolai Anufriev got one more house, unfit at the moment for living in it and it demands a serious repair. In this house they want to place a kind of small business to at least provide jobs for several people. The main occupation of gypsies of the settlement Bolshevik is collection of scrap metal and other salvage for sale. In spite of this occupation a great deal of gipsy adults are ruined by drinking. Unemployment that reigns in Pribor seemingly doesn’t cause conditions for hard drinking, and at the same time minimal earnings of gypsies in Bolshevik allow them to bye the cheapest alcohol drinking – it doesn’t suffice money for anything else. In other respects the mode of life of gypsies of both settlements is very similar.
The main problems we got know during the expedition:
– a great part of gypsies of both settlements including children live illegally. They don’t have passports, therefore registration. They are not a part neither of social programs of the state, nor any programs of local authorities.
–overwhelming majority of gypsies of the communes are not educated even at elementary level; they can’t read. Hence, they don’t have any profession and they can’t even get it. The extent of illiteracy is so high that these people can’t be involved even in criminal business, that nourishes a great part of gipsy population.
–hence it fallows obvious social and hygienic problems of the mode of life: narrowness, lack of sanitary conditions and total absence of medical support.
– Despite unemployment and poverty, practically add gipsy families have great debts. Some of them found themselves in today’s disastrous state just because they couldn’t pay off their debts in time. They had to sell in discharge of a debt their own dwellings the sale was obviously realized as the seamy side business, and sometimes in criminal forms. That’s why together with the dwellings they dispossessed the right of permanent residence. Servitude in gipsy environment is widely spread. Part of gypsies live by usury: they lend money to other gypsies at high interest that in two and three times exceeds an average per cent even in seamy side business. After that they pick out property from debtors. The most often thing is private dwellings at the place of which gipsy teams of builders erect private residences and cottages for resale. Another part of insolvents are pushed to criminal business. In modern conditions it is more often spreading of drugs.
Resume:
1 – A state of things we discovered in settlements Pribor and Bolshevik seem a very bottom of Byelorussian life to us. We hadn’t seen such unfortunate and helpless people in their attempt to tear themselves without assistance from this poverty. There is practically no such a support that would not be in its place.
2 – Most likely, the problem of gypsies in each if these settlements can’t be solved at local level as a whole, but it is quite possible to considerably easy their existence and liquidate a part of the most crying aspects of life of gipsy settlements. For this purpose there is need in support in their organization and help for their leaders and mediators between a gipsy commune and local population as well as local authorities.
3 – The family of Anufriev and those who join them as volunteers’ gypsies and Christians can become a kernel of a community that step by step can start solving described problems in condition on giving organizational and consulting support to them.
